Shannon Coulter is the Director of Research and Evaluation at SDCOE. His work involves helping school leaders use evidence to make more informed decisions.
Shannon Coulter (Ph.D., University of Tennessee) joined the assessment, accountability, and evaluation unit at the San Diego County Office of Education in 2010. Prior to SDCOE, Shannon worked for several years as a professor in educational psychology at the University of Tennessee and Dalton State College and as a classroom teacher in alternative education.
Shannon is currently the Director of Research and Evaluation and supports teachers and administrators to evaluate the effectiveness of school programs that increase access and opportunity for students who are low income (Title I), students receiving special education services, those acquiring English (Title III), and military connected students.
